Daniel Cardenas
Founder
With over 30 years of specialized experience, I have led high-stakes safeguards, security, and emergency preparedness programs across the U.S. Department of Energy (DOE), Nuclear Regulatory Commission (NRC), military, and private sectors. As a former Director within the DOE, I managed a $360 million program portfolio, oversaw nationwide security initiatives, and authored enterprise-level policies that enhanced compliance and informed risk-based decisions. I’ve earned a reputation for designing innovative, cost-effective strategies that strengthen nuclear security, protect critical infrastructure, and improve resilience for high-consequence missions. Among my accomplishments are centralizing the Foreign Ownership, Control, or Influence (FOCI) program—reducing review times for over 200 companies—and contributing to national security standards through DOE working groups.
Today, I lead SombraSec Strategies LLC, a veteran-, minority-, and family-run consulting firm specializing in nuclear security, regulatory compliance, emergency preparedness, and risk-based decision support. Our services include threat and vulnerability assessments, physical protection planning, and continuity consulting, as well as customized training for high-risk environments. We work with federal prime contractors, commercial developers, and international partners—always in full compliance with federal ethics laws and without direct representation to the government. My credentials include advanced certifications in DOE Safeguards & Security, federal risk management, insider threat mitigation, and tactical law enforcement. I remain deeply committed to supporting mission-critical operations with integrity, precision, and purpose.
